No Sound in Windows or Browser.. I have tried and read all!

I'm completely 100% stumped on this.
So i had a bad power supply in my computer that wouldn't turn on all the time. So i ordered an Ultra X-Connect 500w power supply cause i heard good things about them producing 500w continously. So i figured that was plenty for my system.

System is:
Abit Fatal1ty Mobo
AMD Athlon 64 3500+
3D Fuzion 7800GT PCIx video card
REALTEK AD97 onboard audiocard that plugs into the Audiomax slot for those that are familar with the fatal1ty setup
Ulta X-Connect 500w PSU
Toshiba DVD-RW drive
WD 120gb IDE HD
Maxtor 80gb IDE HD
WD 250gb SATA HD
2 120mm case fans, 1 80mm side case fan.
NZXT Trinity Case.

So when i first put the new PSU in my CMOS got reset cause i pulled out the uGURU crap and forgot to re-jump my CMOS. So i got the computer running and then got to windows and it kept randomly reseting itself and ocassionally giving me blue screens which i could only make out Pyshical Memory dump.
So i reset my RAM timings to 1T where they were before i reset the CMOS and now the computer doesn't restart. But now i have No sound in Windows or Browser.
I've tried to uninstal the drivers and re-install the drivers aswell as others that may work. I've pulled the soundcard out and back in, I have tried the registry tweaks that everyone is talking about, i've tried the K-Lite codec tweak tool, device manager shows everything is fine, i checked sound device control panel and the volume controls and everything is fine!!!
I even formatted my HD and re-installed windows! It still has no sound. Now when i uninstall everything and reinstall i start off with NO sound what so ever. But if i go into control panel and next to sound and audio devices is Sound Effect Manager. Now when i go in here i can Sense where i'm connected into the soundcard and set my speaker setup to 2ch or 4ch or 5.1 surroudn and so forth. and i can get my sound back but only for applications like Quicktime, WMP, WinAmp, and CD Player. But still no Windows sounds or Browser sounds, I have tried installing the Flash players again.
NOTHING is working and i've searched and read countless threads and sites and i just am completely out of ideas.

 

seems like the christmas gremlins might have got you try updateing the motherboard drivers

 

Some motherboards require either the front mic & headphone jacks to be plugged into a header, or for there to be jumpers on this header. If neither are connected, your Windows will say everything is fine, but you'll get no audio. This just about sent me over the edge about 3 months ago with a brand-new-out-of-the-box MSI motherboard. Then I CAREFULLY read the manual AGAIN for the 21st time, and finally saw it: "...you must short pins 1 & 2 and 5 & 6 when the front panel jacks are not connected to J13_FPAUD...."
(or it said something very similar to that )

 

well i looked in one of my old computers i had laying around and saw that one still had a soundcard in it so i pulled it out and put it in my computer and it works fine.
Not sure what is going on with my other soundcard but this Soundblaster Live! 5.1 Digital seems to be working just fine so i'll probably just leave it in.

Although dlb you got me thinking cause before i put in the new psu i had the audiomax soundcard plugged into the front panel jack stuff. Then i ripped out all that stuff and have had this problem. so it's got me wondering!!!
