No start bar or system restore..?

i need some help... my computer was running fine up until yesterday when i tried to open up a music file and it gave me a message saying "can't perform operation, memory low". i tried closing some things but i just got the same message. i decided to restart my computer but when i did my start bar was gone. so (through the help and support thing) i tried to open system restore, but the box will open and remain blank. so then i went to safe mode, and did the click no to run system restore thing and nothing happend i looked in the running tasks thing and rstrui.exe was running and nothing was going down. after a couple tries of that i got a message saying something like "system restore won't help. restart your computer and try again."

(other maybe pointless info) i can't move anything on my desktop, i tried doing a file search and I cant search for "all files" ony just music or word docs. i think while running my last virus scan something called msconfg32.exe was infected with a virus and got deleted(kinda sounds important)

yeah... so help would be very appreciated...
