No video or usb after restart?

Well this one has me stumped..

The problem is when I shut down or restart my computer, first attempt to boot back, the computer turns on ( led lights, fans, power light on motherboard) but the monitor goes to standby (like the computer was off and putting out no graphics signal) and the mouse (usb, laser) doesnt turn on.

But if I press the restart button then, it will restart, and boot up fine. I never get the 'windows scan disk becasue windows was improperly shut down' or the safe mode prompt when windows fails to load fully so i dont think the OS is booting up either.

I loaded newst bios (version 1016, for Asus p4p800-vm) thinkign it was this, still no luck. Checked the bios settings, nothing looked bad. Im not a novice, the computer runs at top notch minus this little glitch. 100% malware and virus free.
