Noisy Fan In Dell Laptop

I have a Dell laptop that's a little over two years old. My problem is that the fan runs constantly, even when the system is idle, and the fan is very noisy. Some steps that I've already taken:

I made sure that the fan's exhaust opening is clear of dust and debris. In addition, the laptop sits on a cooling stand with four fans.

The BIOS, drivers and Windows 10 are all up-to-date.

I ran Dell's BIOS-based hardware diagnostics, and it showed no errors, only the message that "The processor fan is running faster than expected."

I installed SpeedFan and it shows the fan running at 2500 to 3000 RPM even with the CPU essentially idle. And the fan is very audible at that speed. When it kicks up to 4000+ RPM it is extremely noisy.

I'm considering replacing the fan, but I don't know if the problem is the fan itself or whatever controls the fan.

The laptop is a Dell 5570 with an Intel i5-8250U CPU, 8GB single-channel DDR4 RAM, and a 256GB solid state drive, running Windows 10 Home. I use it primarily for Web browsing, email, Microsoft Office, and financial applications. No video gaming, but I do stream videos and music.

Any help would be greatly appreciated.

I highly doubt replacing the fan will do anything. Fans don't have minds of their own so something is telling yours to ramp up in speed. A different fan will get the same instructions.

Did this problem just start or has it been a problem all along?

You are not the only one having this issue either. As seen here, others are too. There are some suggested solutions - but with mixed results. :(

Found this too, but not sure it is applicable.

Bing results might have something that works. Sorry I cannot be more helpful. :(

For a long time my fans on my precision M6500 were loud and occasionally getting hot and shot down, so I install a cooling fan under it but that didn't fix the problem so one day decide it to replace my speakers and what I found in the fan blades a build up crud so I cleaned them with alcohol and my laptop dint make a sound and running cool and happy. hope this helps
