Normaliz.dll

I just uninstalled IE7b2 and when I restarted, Explorer.exe can't work because normaliz.dll is missing. I can't repair my installation because I seem to have misplaced my XP installation disc. I tried going online to search for a the dll to download but all I found was fee-based. I'm currently using a computer that doesn't have the exe file running. Everything I can do is through the task manager.

Does anybody know where I can get the dll file for free or a way to do system restore without the disc through the task manager? Thanks.

Yes, there is! System Restore is an executable found at: %SystemRoot%\System32\restore\rstrui.exe, if you run this command, it will bring you to the interface for system restore.

If I were to have an XP installation CD. Is it possible to run rstrui.exe through the recovery console? My Mom says she kept hers and I might just use it to reinstall Windows after I back up the needed files I haven't backed up yet. But if I could use system restore through it, that'd be even better.
