nope it does not show on safe mode, but either in normal or safe mode when I go to add/remove a program nothing shows in the pop up screen

In Internet Explorer it is Tools --> Internet Options --> Security Tab. On the security tab, choose Custom Level. From there make sure that your Java and Cookies are enabled.

i can honestly tell you there is no cookies there at all. not a single word that says cookies.

and I would like to say something else, I was following the above post about system restoring, and I followed the instructions there and when it says go to system restore in administrative templates its not there either.

If you're missing built in components of IE, it would suggest to me that either 1)you need to check again, or 2)you've been hijacked with either spyware or malicious adware. Have you attempted to scan for adware/spyware, and run a virus scan lately?

i ran the ad aware se and it shows nothing is wrong. no viruses or anything. and of course I can't download anything since I can't click on links
