"now safe to power off computer"

I know we all have had this screen before, back when computers didn't shut down themselves. Well the problem is, I just installed Win XP Home, but now I get that old screen that says its now safe to turn off your computer", but it never did this back on Win 98. How do I fix it? its not a huge problem, juts an annoying one. Any help would be great.

Oh yea, I cant remember exactly what it said, but you get the point..I hope.
