Has Windows Explorer been blocked?
If so, what blocked it?

If the OP suspects Malware they should go to the MG Malware Removal Forum and not attempt anything themselves. There are trained experts there, not here.

 

MaxTurner i know about MG Malware Removal Forum but i am trying suggest an alternative page , if i am wrong i am sorry

 

My security blocks me from visiting that site, perhaps they're not so clean themselves, or of a poor reputation, trying to push some pay soft/scam-ware.

 

It's a scam site that says clearly only the paid software will remove anything it suggests is malware.
It's free and safer for an MG visitor to go to the Malware Forum to be helped by people who are trained in careful, safe, free Malware removal.

look at this Microsoft site -- Back in 2012 this appeared as a problem--- I would think it could well be Trojan, and would try the Malware section in majorgeeks
