I have an nvidia mx440 agp8x. I plugged in an s-video cord to the card from my DTV receiver. But I can't get a display in any programs I try. I've tried 3 kinds of capturing software. Is this s-video port output only?

In order to hook it to a TV & get it to work you need to hook a S vidio cable [looks like a RCA jack on either end & hass yellow ends] .

    Turn the computer off
Make sure the TV is off
    Hook up the cable
Turn the TV on & set it to Auxilliary
Turn the computer on & let it start completely
Right click on the desktop anywhere there isn't a icon
    On the menu click Properties
When the box opens click on settings
If everything is working right you should have 2 monitors showing
Click on #2 & extend your desktop to it.

You will be able to use the TV as a monitor & to watch movies/videos off of the computer.

The MX440 AGP video card is actually pretty old technology.
It was great in it's day though.

Alright I got that. Is there a way to get my video software to recognize the s-video port to capture from? And also use it to stream from my camera on justin.tv or ustream?

In order to Capture [record] video from anything you are going to need a video capture device, not just a video card.
Unless you have a video card that has a built in TV tuner, like a ATI All In Wonder, a video card is for output only.

You need a TV Tuner card.
It goes in the computer & a TV cable hooks to it so you can use your computer as a TV.
Yuo can also hook other devices , like a video camera or VCR to it.
[If you have movies you like that are on tape you can record them to a computer & burn them to DVD.]

I hot a PCI TV Tuner card off of ebay for $20. delivered.
It came with a small remote & a disk that had the drivers & proper software.
    It works rather well .

[Avoid Easy cap products. When I built my media center O did a lot of research before I bought a TV Tuner.
Apparently nobody has ever got a "easy Cap" device to work right.]
