OEMxxxx.INF files

Does anyone know or has had a problem with files called OEMxxxx.INF they have 0 bytes and refer to system installition. They reside in the Windows/INF folder. I deleted over15,000 of them a few months ago and had that maney to delete last night, and to day I found over 300 more. What creates these files. I am useing Windows ME build 4.90.3000 on a P 4 1.6 gig machine 352 mg memory.

 

I donot have a webcam on this computer. I have read that Norton system works 2002 , that I use on this machine can cause this with Win ME OS and to get a patch from Microsoft #301540usam.exe, but I haven't been abel to locate it on MS web site.
