Only getting 75% of internet speed unless in safe mode.

So, I'm normally on a 100 Mbps+ line, and I'm at most getting 75 Mbps. At first I thought it was an ISP issue, but that got ruled out after doing speed tests around the house, and all other pc's don't have the issue. Then I thought it might be a dodgy cable, so I figured I'd try to put my cable in a laptop, and check the speed, the laptop got the speed I'm supposed to get, so it's my pc that's the issue.

Obviously, I next thought maybe some malware, or perhaps a virus would be the issue, but after going to the malware part of this site, it turned out my PC was suprisingly clean ( in my opinion ), and is definitly clean now. So that's not the issue either.

The next thing I tried, was turning off all programs that run on start up that were none essential. It turned out some weird results, my internet speed started fluctuating, but never got to the speed I'm supposed to be at.

When I tried it in safe mode, I got speeds up to 115 Mbps, so I'm definitly losing quite a bit somewhere, but I'm not sure exactly what could be causing it anymore now.

Anyway, I'm running windows 7, and the only antivirus tool I have running is panda internet security 2012, wich is pretty much all inclusive afaik. I tried turning it off, but that didn't change anything ( though it didn't let me turn it off to run on start up for some reason ).

Any ideas are welcome, and if there's any information that's needed, let me know

I think you answered your own question. If you have a need to see all 100Mbps, uninstall Panda Internet Security. I like their A/V products, they are light on system resources. Could their system be "reserving" 25% of connection speed in order to assure the ability to scan and protect you? Seems like a possibility. Not actually using the resource, just saving it so it can fend off an attack. I'll have to ask my rep next time she calls me.

Ugh, I can't believe I didn't try that uninstalling it instead of just shutting it down. It is as you say, it's indeed the issue. Truth be told, I'm already happy that I found the solution to what's causing it.

The next question I'll probably need to figure out is wether or not it's worth losing the internet speed over the security it provides or if I can somehow find out how to make it not use up 25% of my bandwith all the time. ( I have been happy with the results it has given so far at least... I can't complain at all about that. )

Sorry to double post, but a small update, and was just to slow to edit, sorry:

I've just checked the panda IS forums, and it seems to be a problem rather then reserving the connection speed, but it seems there's a hotfix around, so I made a post there to see wich one I should use and if I can fix the issue that way, I figured I'd post this info here in case it'd be useful to someone else.

I also forgot to say thanks to handygal to pointing out what should have been obvious :)
