only the best pop up bar

folks;
ive seen this thread before but i didnt want to hijack some else's thread since the solutions outlined in that one didn't work for me. occasionally a popup window wiht " only the best " as the title bar comes up and try as a i might i can't get rid of it. the homepage also changes despite all my best efforts to a local dll file. i have run ad aware spybot sandd and spy sweeper and they just cant nail this. ive run them in safe mode and all that as well but all the changes seem to just be changed back at reboot.
if you folks could help me id really appreciate it.

A few suggestions to get you started:

Pay Close Attention to the proper way to post a log in case you are asked to do so.

Familiarize yourself with THIS so that you'll know what the experts are talking about when they help you. I would strongly advise you to wait for an expert to assist you before venturing down this road! Like the post says, it is for when all else fails. You might want to download the programs listed under Preparation Work, though, including an updated HijackThis.

I don't mean to step on any expert toes here, but when I dealt with this beast I was unprepared and it took forever
