When I go to Control Panel > User Accounts
it tells me only an Adminstrator can add/delete accounts and I must log in as one to do so. But I can't, help!!?

Tried to system restore but again, yep, you need to be an Administrator to do so.

All I wanted was to turn off the initial window when Windows logs me on, to turn off the password setting, but I went one step ahead and tinkered with the properties under RUN > "control userpasswords2"

You can't delete "built in" accounts (such as admin and guest). You can disable them, but you can't delete them. Sounds like you may have "reset" the password. There are ways to recover "lost" admin passwords. Just do a Google search for:

    recover administrator password
