So I have an odd issue and every time I research a solution I can only find people complaining that their fan is too fast and then being recommended some aftermarket cooler. My issue arose during recent intensive gaming and warmer weather, computer was pretty scorching peaking just over 70°, look at the fan speed and it's barely moving around 3000+ in the past it's been at 6000 and has a noticable whir like the computer is trying to take off, I want the fast fan speed. In fact sometimes I can get my computer to listen and utilize these faster speeds, around 6000rpm. Sometimes this resets itself for no obvious reason and the fan will never go above 3500 rpm, so during intensive tasks with this lower cap my CPU will reach 70°c and climbing if I let it. With the 6000 rpm fan speeds everything is gravy, never leaving the 63°-65° max threshold, but why does it keep denying me these speeds. At this point you probably would like to know the CPU and mobo, well its an 8320-e on a m5a99fx pro r2.0

From what I can gather flipping everything off involving cool n quiet, various c1states and qfan control and then back on again usually does the trick. I also think I have to install asus AI suite which is really the only thing besides speedfan, which doesn't seem to even work for controlling the cpu fan speed, that will actually give control over the cpu fanspeed. It doesn't really matter though when the thing is barely spinning, yes 3500 should be adequate but just the fact I can and have achieved higher fan speeds out of the stock cooler on this thing and quite notably having it return to nearly half speed as it's ceiling is quite bothersome.

Disabling cool n quiet did nothing, disable q fan control just set the fans to run at 100% or 3500 rpm in this case. Reinstall and uninstall and then reinstall ai suite and fancontrol services, I've done this little circle jerk enough times and I'd really like to get to the bottom of it.

That's pretty warm but "hot" - especially when gaming. Does it throttle down in speed? Does the system become unstable? If no to both questions, then it is NOT overheating. And that is probably why the fan speed is not kicking up.

What do you have for case cooling? Understand it is the case's responsibility to provide a sufficient supply of cool air flowing through the case. The CPU cooler need only toss the CPU's heat into that flow. And OEM coolers are very capable of doing just that, in spite of what may would like us to believe.

Note too ambient (room) temps greatly impact computer temps.

Changing the ambient temp and the temp of the actual CPU has no effect on the capped speed of the CPU fan. I can sit around and let it climb to 70°c and it will sit maxed out at 3500ish, regardless of temperature. We got users reporting 6000 rpm and 3000 rpm, I want to know how to switch my fan over to fast mode and have the ceiling be 6000 rpm, not half speed. And it isn't a matter of me reading something and wishing my computer would do the same, my computer has and preferably does 6000 rpm for significantly lower cpu temps. letting the cpu temp rise to uncomfortable levels isn't good for the ambient or any surrounding components, so why not keep it cooler most of the time?

googling the issue isn't concise, I've got users saying either way, cool n quiet has nothing to do with fan speed, cool n quiet has everything to do with fan speed, etc. I would just like more control over my CPU fan, oh and after spending 3 hours or so uninstalling ai suite 6 times and changing bios settings the computer restarted itself around noon, which it has never done before, event viewer isn't really helpful either stating

The previous system shutdown at 11:10:47 AM on ‎9/‎3/‎2016 was unexpected. and nothing before it
then not sure why at 9/3/2016 11:13:53 AM a few minutes after the unexpected shutdown with 0 error reports
Event filter with query "SELECT * FROM __InstanceModificationEvent WITHIN 60 WHERE TargetInstance ISA "Win32_Processor" AND TargetInstance.LoadPercentage > 99" could not be reactivated in namespace "//./root/CIMV2" because of error 0x80041003. Events cannot be delivered through this filter until the problem is corrected.

Not good for the ambient? Ummm, the ambient temperature is the temperature of room the computer is sitting in.

6000RPM is incredibly fast. So fast, in fact, I don't believe it. Not sure I have ever seen a CPU fan with a peak speed above 4000RPM with most at 2000RPM or less and only a very few above 3000RPM as seen here.

Newegg shows only 5 out of 246 with speeds over 4000 and they are VERY LOUD! Good for a server locked behind closed doors.

So what CPU cooler do you have? And please answer my other questions - specifically, what do you have for case cooling? It sounds to me that your case cooling is inadequate.

As a test only, I would connect that fan directly to the power supply. This will force it to run at full speed.

Once you've digested and replied to Bill's comments and questions, I suggest you consider a 3rd party cooling solution that has at least 50% over capacity for your CPU's TDP.

Get the hardware tuning right and you'll not need to use so many 3rd party monitoring/tweaking software/drivers, lowering the risk of Windows instability significantly.

Are you overclocking the CPU? If the OC settings are not just right for your CPU, excessive heat will be the result as well.

With an Asus board it is preferable to use AI Tweaker in the BIOS, not software. If you need a serious cooling solution, go liquid.
