Outllook 2007 not opening

As mentioned in the title, outlook will not open and pops up box to restart in safe mode. selecting yes it says, it failed to start, then tries to reopen, with same results. When I reboot the computer in safe mode it starts, asking me to setup, I dont have a network connect, only wifi. So I uninstalled/reinstalled only for it to do the same thing....I was blown way, can anyone help?
Also in system config all microsoft has been stopped, I dont know how to restart them.
