Outlook 2003 .ost files

My mom had a business that closed a couple of years ago. She kept her old computer and now needs to access old emails. The problem is the data is apparently in an .ost file instead of a .pst file. The computer is no longer connected to an Exchange server so she can't 'work offline' to access the .ost file. I've searched online and found several utilities that will reportedly convert .ost to .pst but they sell for $200+.
Is there an easy and cheap way to access this data?

The computer is a Dell Dimension 2400 running Windows XP and Outlook 2003.

The tool has limitations you can't convert ost to pst with this tool you can read emails only
