Outlook 2003 Scheduling (Time Zones)

    Hi
    I am currently running a MS EXCH 2003 server.(using outlook 2003)
    Sometimes when a user sets up an outlook 2003 meeting schedule in the calendar and invites other users in a different time zone the time that the user receives is wrong.
    Example: let say I live on the west coast (California Pacific time) and I set up an appointment/meeting for 8:00am.
    I then invite a person who lives in New York The time that this person SHOULD see that the meeting is set for would be 11:00am eastern time.
    But what happens is he will get the meeting start time as 8:00am eastern time.


    This problem seems to be happening more and more.
    and i wondering if the error resides on my server or theres?
    please help
