Outlook 2003 users view setting keep resetting

The problem is my mothers Outlook 2003 view settings wont stay put. She insists on having the panels in horizontal arrangement, with the preview pane on. But everytime she starts Outlook, it reverts to vertical!?

Her outgoing mail is also duplicating, so recipients are getting two of everything.

She has a DSL account with no native POP3 support, so her email was 'rigged' for her by their tech support so her emails are coming through a web based mail server into Outlook.

I've tried looking at the settings in my Outlook (same version) and have no idea what is going on. I'm trying to narrow down the possibities before I commit to the long drive.

I'm thinking it's an admin permissions issue, or something funky with the web-based to Outlook setup?

 

Does she have Norton Anti-Virus? Sometimes if it is set to scan "outgoing" email messages it will send the message twice. Have her disable that feature and see if it solves the problem.

Not sure why her settings keep changing, someone with a better working knowledge of Outlook might know that one.
