outlook 2007 problems

reloaded windows. Outlook 2007 was where the problem was that brought me to the decision to reload. Opened Outlook and imported the .pst folder without problems. Then decided to relocate the folder where the pst file is located. So followed the easy directions, and a new folder in the new location was created.
I deleted the default folder in the default location. I then re-imported the .pst file as it became disconnected when I deleted the default file. I have all the data in the right locations however now outlook won't give me access to incoming or outgoing mail. I have tried making a new e-mail profile associated with the location of the new .pst file location but still no access. I keep getting pop and smtp access password requests and when the correct password is typed in, it just comes back up again.
anyone have any ideas.
