Outlook Backup Ultility Won't Work

I downloaded Microsoft's Outlook Backup Utility and installed it on WIN 98 unsing Outlook 2002. When I clicked on "backup" it told me that it would backup after I closed Outlook. I closed Outlook and MSDOS window opened up with a blinking curser in the top left corner. Thats all it did. For giggles, I installed the backup utility on another PC in my house running XP Home, Outlook 2002. After closing Outlook, the XP system beeped at my, so I went to the location of where I told it to backup and it was there. Any ideas as to why the Backup Utility doesn't work on the 98 machine? Where are the files (.pst) being stored so I can manually copy them (need ALL files copied (ie., contacts, saved e-mails, etc.....). We are wanting to reformat hard drive to install WIN 2000 Pro.
