Outlook Express compacted files

O/E compacted my files, have located them *.dbx, but need a good program to open them
Running Win Xp Sp2 and all updates.

That's normal. It will prompt you to let it compact every 100th time you close OE. And, it's a good thing. So, you should let OE compact. Follow the procedure at http://www.insideoe.com/faqs/why.htm#compact and you should have no problems as a result of compacting.
