When I open Outlook Express I receive the following error:

Msimn has caused an errror. Direct DB.dll

I recently installed new memory 256 MB PC 100, although I had 129MB PC 133. I have a Win Me, 600 MHZ, 12GB hard drive system.

Can it be fixed the dll error or is there something wrong with the memory?
I received the memory where I bought my computer from so they have the specs on my system.

Can you type out the exact error message for us? Also, what version of OE are you running?

I just did a search on Microsoft for the particular problem that you described, and it appears that a data base library file may be corrupted. What to do, other than a repair of IE, I'm not sure of. Perhaps a more experienced member will jump in and solve your problem.
I don't understand why your computer shop would give you PC 100 memory when you were running PC 133. Most computers capable will underclock 133 to 100, but I'm curious as to why it was built with 133.
