Outlook express issues

For the last few weeks I have had issues with my Outlook Express. Every time I try to pull my email in, it treis to connect but then says that it cannot. However, if I shut my computer off and restart it, it will work properly. I am running XP SP2 and Norton Internet Security 2006. Has anyone had similar issues as this?

Turn off the NIS email scanning and see if it still happens.

When you get the error message are you able to connect to the Internet?

 

Yep, I can still connect to the internet. If I have logged off of my account, the only way I can pull in my email is if I restart and log into my account immediately.
