Ok, yesterday I did a low-level format and reinstall of XP Pro. After the installation, when I open up OE, it will show the splash screen for about 30 seconds, then the page will freeze half way for another 30 seconds while its connecting. Before yesterday, it only took about a total of 10 seconds to fully open. Is there a way I can tell whats keeping it from opening quickly?

did you do a disk check? You shouldn't do low levels unless you absolutely need to.

Also check that the service Protected Storage is set to Automatic and also configure OE so it doesn't try to load MSN at startup.

Yes. I ran the advanced test from Maxtor. It was error-free. And no more low-levels.

The Protected Storage service is set to Auto and started. I didn't see an option for OE to try and start MSN.

Right now, its just the splash screen that is taking forever to go away. Can I turn it off? Knowing MS, probably not.

    To turn off MSN loading
Think I have to wait 1-2 secs before the splashscreen disappears. But you can get rid of the splashscreen though it wont the make thing load faster:
Maybe try to recompact your OE folder:

    This is not listed.
    This is not listed either.
    Did that, but doesn't help.

    try this:
    Goto:

    C:\Program Files\Messenger\

Rename msmsgs.exe to anything but the current name. Presto!

the only other thing I'd say to try is to rename your inbox.dbx file to old.dbx and let OE create a new one for you when it opens. could be corrupted, though on a fresh install it might seem weird. Does the disk thrash at all?

There are 3 locations in the registry for the OE5 splash screen depends on how OE and the OS accounts are set-up:

    HKEY_USERS\.Default\Software\Microsoft\Outlook Express\5.0

    or:

    HKEY_USERS\Default\Your_User_ID\Software\Microsoft\Outlook Express\5.0

    or:

    HKEY_USERS\.Default\Identities\{6E709CC0-7461-11D3-9B66-861126026B25}\Software\Microsoft\Outlook Express\5.0

Modify or create a new DWORD called "NoSplash" (no quotes) with a Decimal value of 1."

I doubt this will improve your OE startup performance though.

Are there any errors in the OE system log, e.g. "The server FB7199AB-79BF-11D2-8D94-0000F875C541} did not register with DCOM within the required timeout."? See http://www.tweakxp.com/tweakxp/display.asp?id=108
