   Is there anyway in Outlook (2003) to send an email with an attachment and have only the person in the TO: to receive the attachment (CC: and BCC: will receive the message only).

   I don't think so. I believe you would have to send the message with attachment seperately, but here you may find information as to a way to do it the way you want.
