outlook roaming profiles

I'm just looking for some confirmation here.

My campus is set up with roaming profiles for all the users. Some computers around the campus use office 03 and some use 07. I understand that when i go to a computer that i never logged into before, Windows needs to configure the settings of the roaming user. I'm under the assumption that since windows still needs to configure settings for profiles never before used on the computer, i will still need to configure outlook on the computer so the user can access their emails. Am i correct in my assumption?

I've tried going to computers that i havent logged in to and tried this out and it seems like that is what needs to be done.

Again, just need confirmation so when the frustrated person who is having problems with this asks me again, i can tell her exactly what is going on and why its happening so i'm covered on my part.
