P8Z77 M-Pro won't start

    P8Z77 M-Pro
    corsair 1333 ddr3 x 4=32gb
    Xeon1220v2
    m4 ssd 128gb
    coolermaster 460 psu
    noctua low profile cpu cooler

    The issue I am having is that my computer wont start up and boot. The fans all start for like two second then shut off and then do it again. I can't even get into bios. It was working just fine but I took it apart and unplugged the power supply because I was wanting to change cases. I put it back together. The Green light comes on and I tried flashing the bios to which the flashing light did it's proper sequence according to the manual. I then tried to start it up but with no luck. it just keep starting the fans for two second then stops for five then starts the fans for two seconds ands starts for five. Again the green power led says it is getting power. I feel like perhaps i did not hook it up right or need to try some little trick to get it going. Doe anyone know what this means and if so what are my options. Should I try taking the cmos battery out and holding the poer button for thirty seconds? I read that. I am lost. Please help. I really need my computer to work so i can do my school work and play games and don;t want to buy a new motherboard or power supply if I don't have to.

    There's no harm trying. Leave the battery out for 5 minutes.
    Also, check all power cables.

    I took out the cmos battery and waited five minutes and then tired to turn it on with the battery out and nothing.

    It keeps starting up for 1-2 seconds and then shuts down. then starts up for 1-2 seconds then shuts down.

    Ok I will check the cords and try the mem ok.

    I took the processor, cmos and memory out and tried to turn it on but nothing. It just keeps turning on for a second or two then off then on for a second or two then off and repeats that cycle. I feel like maybe I could try flashing the bios again form the first bios on I heard that may work. Also could it be the power. And If I flash the bios should I put the cmos battery in or leave it out?

    The battery must be in place prior to flashing the BIOS. Did you check the battery's voltage? It must be 3 volts.

    I tested the power supply with the usual methods green black wire and multi meter and it is good.

    I checked the battery voltage with my multi meter and it was 3 volts on the money. I then was able to finally flash my mother board from the original bios to the last one and that was 11 times with all the updates to which this process went off without a hitch and the motherboard bios lightblinked properly. Still same issue. It turns on for 1-2 seconds then off then on for 1-2 seconds then off. I am kind of perplexed. If it is flashing correctly then why won't it work right. Yo mentioned before that the wires may not be hooked up correctly. This did all start when i tired to change the case. I hooked the 8 pin and 24 pin up.
