Paint issue

When I use Paint on either of my home PCs, I get some unusual text in the title bar and in dialogue boxes. See image. What the heck is going on with this and how may I fix it?

 

Ad-Aware, Spybot and Windows Defender with AVG Antivirus. All are updated often.
I have seen this paint problem on other computers before and seems like I remember there being a correction of some kind, but my old brain does not remember what.

 

What paint program is this?

 

Included with Windows XP Home.

 

Do other programs look similar?

Such as:

calc
notepad
etc?

Out of curiosity, what happens when you do the following:

Click START, then RUN, then type in:
mspaint (press enter).

Same thing pop up?

 

When using the run dialogue box, I get the exact same results.
I just tried Notepad and Calculator. No problem noticed.

 

Ok, then you need to find your xp cd, for the following.

Insert your xp cd into your computer.

Exit outta the autorun portion.

Click START, then RUN, then type in:
cmd (press enter).

type in:

expand [drive letter of the cdrom drive, that ye put xp in] :\i386\mspaint.ex_ c:\windows\system32\mspaint.exe

I.E.
expand d:\i386\mspaint.ex_ c:\windows\system32\mspaint.exe

If this doesn't work, just blame it on my consumption of jagermeister.
