Make a copy of the file just in case you somehow mess it up... then go to the copy and rename it by removing the .pando from the end of the file name. You should then be able to unzip it using the XP built-in file extraction, or use the excellent freeware program TUGzip (link: http://www.majorgeeks.com/TUGZip_d4670.html ). When installing TUGzip, click 'Next' all the way through; at the end you'll see a little checkbox for "Launch now", go ahead and launch. Then click 'Next' again all the way through until you see a 'Finish' button, on the left of that final window will be a column with a list a various compression formats, click the 'Select All' button, then click the 'Finish' button. Then an explorer-type window will open, just close it. Then you can right click any compressed file (including .zip, .rar, .7z, .ace, and most others) and use the 2nd upward pointing green arrow to extract.
    :-D
    Good luck!

Pando is a peer to peer file sharing application. The .pando file is similar in function to the .torrent file in a Bittorrent application. It is not a zipped file. One opens the .pando file with Pando and it downloads the file referenced by the .pando file from Pando's servers and and the person who originally uploaded the file.

    This thread needs to die.
The file in question is Paint Shop Pro v9.0 Retail
So you are aiding in spreading cracked software.

To the OP use GIMP it's free and not illegal.

They said what the filename was and I checked.
I do torrents all the time.
Sorry I came off like accusing you of wrongdoing.
You are right about a legitimate file sharing app and helping with that.
But MG's has AFIK never condoned illegal anything.
So generally once someone mentions something illegal the thread stops there.
Check with Major Attitude if you would like a second opinion.
