Parental Controls - Advice needed

I am looking to help a neighbour setup parental controls for their 10yr old daughter.

They are running XP. and I haven't used Windows in a looong time.
I set them up with Firefox sometime ago and that has cut the phone calls by about 80%

They are looking for a separate account and pretty tight controls.
Using the browser and possibly e-mail, MSN as well.

I can figure out the XP stuff pretty easily... Start>Control Panel> etc

But..
How effective are the XP controls and do they work with Firefox?
Is there a better solution out there? Preferably free/open source.

This page has information about "FoxFilter," which seems to be what you're looking for.

I'd also recommend to your friend to create a separate user account in XP for her daughter. Chosing "limited" as opposed to "administrator." This will prevent her from installing new programs and also make things easier for the parents who may not want to deal with filters and parental controls when they are using the computer.
