Parental Controls and Timer?

Looking for recommendations for free parental controls- couldn't find any recomendations on the site. Running XP for an 8 and 5 yr old.

Checked out K9, but it doesn't discriminate between accounts. Currently am running Microsoft Windows Live Family Safety. Any help??

Also looking for a timer that would shut out access to the internet after a certain amount of time. Not restrict use to certain times of day, but actually allow only a certain amount of time on the computer.

Kidzui perhaps? I'm not familiar with that free software so don't know if you can put a timer in it. One can contact to get some answers in the 2nd link.
