pc and shoutcuts dont work!!! help pls

    so my pc works fine for about a hour, but then my shourt cuts go to properties
    instead of the program , also the start button dosnt work and right clicking dosnt do anything.the browser dosnt work either.and i have to restart or turn off my pc to get it to work for another hour :(

    does anyone know how to fix this problem ,or ever had this problem before?
