Pc Switches On For 13 Seconds, Then Off For 5 Seconds And Repeats.

I have a 12 year old custom built PC. I don't remember much about its spec except that it has a Q6600 chip. I can't power it up to find out more.

The problem is that when I switch on the PC it will start up for a few seconds and then shut down for a few seconds and it repeats this indefinitely. I've tried changing the PSU but it didn't help. I then noticed that the power on/ power off times were always the same - 13 seconds on and 5 seconds off.

Any suggestions?

 

Check the system board look closely at the capacitors are any of them bulging or convex on top or leaking?

 

That must be the reason... just guessing.
