PCI USB Card + USB Plate??

    Can any one tell me how to configure the PCI USB Card & the USB Plate to work together?
    On the Motherboard, there is a set of pins to which the USB Plate is to be connected together with enabling the USB support on the BIOS. Then, there is also the USB PCI Card. Now, when the BIOS USB is enabled, the PCI does not work, when the BIOS is disabled the plate does not work!
    Can any one tell me how to get these two to work together at the same time??
