PCWizard hangs when I start it

I've had PCWizard 2008 working normally for a while, months. Today when I started it up it got hung up on the splash screen. I waited five minutes but nothing changed. I checked Task Manager, it showed the .pcwizard.exe and the pcwizard.dll file but neither were using any cpu power, like they were inactive. Finally I had to end task both to get the splash screen to go away. I tried many times to start the program, same result.

I downloaded and installed PCWizard 2009 but the same thing is happening.

Something must have changed in my system to cause this problem, but I'm not sure what it could be. I'm running Win2000. Any suggestions?
