Some say its Direct X 9 ,some say its the video card!
Question ... is it a combo of both? or....
Or does it depend on comp type and bios, intel vs amd, phoenix vs award!?

Some old games aren't playable on newer OS. Such as some Windows 95 games (or DOS games) won't run on Windows XP/2000 systems.
You could try running them in Windows Compatibility mode, or searching the net for patches and updates, but I wouldn't hold your breath.
What games are you trying to run?

There are some older games (Duke3D, Shadow Warrior, Doom, etc) that have ports so you can run them on modern OSs. And there is also 'DOS Box' that permits you to run the older games.
