Please help....Graphics problem

Ok, here's the deal. I recently switched over a lot of the parts from my Dell to a Thermaltake case. I had to buy a new motherboard because my Dell motherboard wouldn't fit into my new case. So basically, my mobo, psu, and case are new, while my optical drives, hdd's, memory, and CPU are from my Dell.
Anyway this was the first time for me doing anything like this and after a lot of misshaps I believe I finally got it working. So I turn on windows, and everything looks wierd. It is hard for me to describe exactly the problem except to say that there seem to be lines going down the screen. I have included some screen shots for you to look at. I am not attaching them for people with slow connections. The wierd thing is that my wallpaper looks fine, but webpages and programs don't. So I reformatted Windows because I wanted to do it anyway, and I reinstalled my videocard drivers (I have a Radeon 9800 Pro). Unfortunatly, it is still like this and I can't seem to fix it.

I noticed in your taskbar you have the ATI icon. Whenever I install the drivers for anything, i have decided to not use the software that comes with the hardware, but to just install the driver from add/remove hardware wizard.
so try getting rid of all that ati software, uninstall the drivers and then install them but just from the add/remove hardware wizard then see what happens.
