Ok so my budget is basically just no more than $330 ( for just the tower) . And the only places to shop are either newegg.com or bestbuy

This is the current one i have set my eye http://www.newegg.com/Product/Product.aspx?Item=N82E16883103381

on newegg but i never bought an acer before, even though i like the specs for this one. I've only dealth with hp and gateway and all of them have worked perfectly fine. Except my recent gateway one that was killed 2 days ago due to a major power failure.

Can someone comment on pc i listed above or point me to one that won't fail me?

My tasks are: dvd burning, minor photo /video editing, web browsing, LOTS of downloading. I always have alot of tabs open anywhere from 20-45 and usually i am doing various things at once such as downloading a file while converting or compressing a file along with playing a video in the backround.

My computer that was killed due to the power outage had these specs:
    amd anthlon 64 x2 5000+ 2.6 ghz
    2x512 kb l2 cache
nvidia geforce 6150 se ( think 128 or 256 mb)
    dvd+rw multidrive with dualayer capability
    320 gb sata II
    2,048 mb dd2
15 in 1 media card reader
    500 watt psu
    windows vista 32 bit

It actually had a 250 watt power supply but i upgraded to 500 watts when i got an nvidia 8600 gtx 512 mb which got fried due to playing some games in the highest settings.

Now considering i was able to do all my tasks just great on my gateway computer i am assuming this acer one i am looking at will do them even better except this one only has a 300 watt psu. If the acer one is not good can someone point me to the right direction of where to get one as good or better than the one i had for the price of no more than $330?

Lastly what are my actual hopes of recoving my data from my hard disk in my old computer? The data in it was really valuable to me and i cant access it anymore but i did hear about hard disk data recovery specialist which will charge me $150 to extract ( if even possible at all) the data from it.

That system looks good to me, should perform quite better than the x2 for what you need. Gaming could be problematic with that onboard chip but it's good for everything else. The PSU should be replaced as soon as you get a new video card as 300W is just enough to power that machine and is extremely cheaply made.

Have you tried it as a secondary drive in another machine yet? At least try to do a backup first in your new one before sending it out.

Darn it that pc i looked at yesterday is $400 now... $70 increase in just hours

I tried using my hard drive in 3 different computers it locks them up too, it starts with a ''beep'' sound that never ends then the screen turns black saying something that it will attempt to load all my data which it fails to do.

I really wanted to recover my data and i know its going to cost me $150+ , some ''high tech labs'' promise me that they can extract most if not all of the data for the price of $1000 ... if that's not even bad they charge me per number of files i would want back what a joke..
