Pop-ups, can't get rid!

Hi

I am fixing a computer for a friend, they were having trouble with pop-ups. The particular pop-ups coaxed you into paying for internet security. The program is called internet security suite. Anybody heard of this one? I located it on the desktop, but its not in the Add/Remove programs part. I tried deleting it directly from its root location, but it tells me that I need to be an administrator to do this. Is anybody familiar with this? I changed the permission and as far as I know was the administrator. It won't let me get rid!

Is my question in the right section? Can anybody guide or help me?

System uses Vista

Unfortunately, it sounds like an infection. The popups are for a rogue 'security' program that is actually malware.
