popup

I have a popup that comes up when I start the computer that takes me to a site and attempts to download mediaticketsinstaller.cab. A message appear asking if this is a trusted site and all that stuff. This also comes up when I connect to the internet. We also connect with a wireless aircard (cellular) when off the network. When we connect with this the popup also comes up sometimes right away sometimes not until I access the internet via a program (remote desktop connection). After this comes up even when exited right away the connection is significantly slowed down. I have tried all the virus/adware scanners (Adaware, spybot, panda internet security, mcafee antivirus, BHO) I can not get rid of this and have no idea what it is. Here is the hijackthis log.
