Port 25 blocked, unknown source

Okay, very strange problem. This started last thursday. I came in and found my computer rebooted. After that I noticed my computer could receive emails (I use Outlook 2007) but could not send emails.

According to Port Detective, Port 25 is closed. Telnet cannot access the port. I've checked with my IP and there is no problem from their end. Other computers in my office can send email on my account without a problem. It seems to be localized to my computer.

I have disabled UAC, Firewall, all AV and still the port won't open. I've gone into adminstrator tools and put in both an outbound and inbound exception for port 25, no good.

I cannot find what is blocking this port. Any ideas would be greatly helpful.

I'm running Windows Vista Home Basic.

I have scanned my computer multiple times for viruses, trojans, malware and my computer has come back clean. I used the cleaning instructions for Vista from the Malware forum and can repost there if necessary but I thought to check in networking first. If this is in the wrong forum please move it.

I'm also uploading a snapshot from TCPView to provide further information.

Your assistance in this extremely frustating matter is greatly appreciated.

 

Are you on a different internet connection then normal? ISP's a lot of time block external access to there smtp servers, like i use cox cable at home, so for there stmp server settings to work i have to be connected to a cox cable network.

 

I am in Malta. Our current ISP does not block port 25.

I am on the same network, connecting through the same router as the 3 other computers in our office (there is no IT guy, I do most of the work on the computers therefore, it's up to me to solve this problem myself).

As stated in the first email, my email settings on any of the other 3 computers can send email fine. The problem is 100% localized to this computer.

 

Bumping for assistance after 2 weeks.

Unfortunately I found no solution other than the normal fall-back of reinstalling windows completely.
