Power Outage - Boot Time Well Over 3 Minutes

PC stats.. Ebay Bare bones build.. magic micro..

4.00 gigahertz Intel Core i7-6700K

I had a boot time of around 35 seconds.. the power blipped a couple times last night. This morning, it took over 3 minutes to boot - twice.

I'd like to drop that back to where it is. I am trying to decide between a system restore/repair and tweaking.com.
Might someone have any idea which one requires the least reboots.. or maybe have an alternative suggestion on which of the myriad fix it programs to start with?

System restore is good for this. You can always undo the restore if you don't like the results:

For the restore, pick the first one before the issue. Should only require one boot, which Windows will do for you...
