Try sharpkeys - download load it here http://www.majorgeeks.com/files/details/sharpkeys.html
Same kind of issue with a new Dell, the print screen requires the function key pressed & according to Dell the function lock only works on the 'f' keys. So remap the 'f11'' key to print screen and done!
BTW FastStone is very nice with a ton of features but Greenshot is good too. http://www.majorgeeks.com/files/details/greenshot.html , also http://www.donationcoder.com/Software/Mouser/screenshotcaptor/
