i am trying to add a new printer to my laptop but everytime i attempt this my computer freezes. i went to services.msc and the print spooler is on manual start up type and the service status is started. is this the correct settings? when the print spooler status is started cpu usage jumps from about 10%-100%

Does it stay on 100% for the duration of the printing job?

Maybe uninstall and re-install the printer driver software again?

Some installations want you to install their software, without the printer being connected, initially, until the software asks for it to be connected, because the installation will / might stuff up.

What make and model printer? What operating system? XP, W98SE, or what?
Any computer and printer specs may help someone here to solve your problem. Bazza
