Problem Archiving Inbox In Outlook 2013

My Exchange mailbox is almost full, I'm trying to archive some older items from last year to the very beginning to move those messages from my mailbox to an archive file. I'm familiar with the steps for doing this, but no matter what I try the PST file never gets above 1MB and opening the archive in the left pane doesn't show anything. I properly applied the time rule and selected my inbox in the archive wizard. I've tried this multiple times, each time unmounting the archive in data files settings and deleting the old files. What am I missing?

This is what I'm doing, but the messages aren't moving into the archive file and are still available in the live mailbox. Let me try another way...
