Problem deleting cookies

This is probly a pretty basic question 4 most of u so pls bear with me I did a scan with a free download of Pest Patrol and it found cookies which are apparently a problem. I deleted all of the cookies on my hard drive but when I go to delete them from my recycle bin I get the following message: Cannot delete file: cannot read from the source file or disk. I'm presuming that if the cookies remain in my recycle bin they're still a problem? So how do I clear them, please?
