problem getting into any program

I don't know much about computers but i can usually fix problems that come up but this one I have no idea what to do.

Every time I try to open a progam (any program) i get this message "Windows cannot access the specified device, path, or file. You may not have the appropriate permission to access the item"

I'm the system administrator and I tried to do a system restore but the same message came up when i tried to open that. I can't even open solitaire without getting this message.

Any help would be appreciated. thank you

 

Try safe mode?
This could be an infection. Have you been to the malware removal forum? Maybe a good place to start on this.
Problems like this are often related to malware, and there is a lot of that going around. :wave:wave
