Problem Installing Windows 10

I have a Dell Optiplex GX520 that I got from eBay about eighteen months ago. It was running Windows 7, but it was starting to be very slow, and it seemed like some programs were not functioning very well, so we decided to go for the free upgrade to Windows 10 to see if that would help any. My plan was to upgrade to Windows 10 and then do a clean install to make sure everything was nice and clean. So I backed things up and disconnected my secondary hard drive and installed the upgrade to Windows 10. That seems to have worked with no problem; it loaded up to my home screen and let me log on, my background picture was there, etc. I followed the directions to reinstall Windows 10, telling it to keep my personal files but remove everything else. It seemed to work fine, but then when it finished, it got to a screen with a beach scene and the date and time, nothing else. It won't give me a cursor for the mouse or take any keyboard input or anything. No icons for IE or anything appear, just the beach scene and date and time,,and a little echo symbol in the lower right corner. Before it gets to that screen, I can use the keyboard to enter setup, but I can't tell if anything is amiss there or not.

Does anyone have any ideas as to what might be going on? I have tried restarting it and unplugging it, but no luck.

Is there any processor activity at all when the boot stalls? Irregardless, I recommend letting it run for 18 hours at the point where it stalls. chkdsk does the same thing sometimes, and the changes it makes pale compared to what's going on with this upgrade routine...
