Problem opening internet websites.

For awhile now on occasion I've been having problems opening webpages, pictures wont load, or the entire page just won't display. I really don't know what the problem is. It's not my internet provider because I have NO problem downloading things, about 15 minutes ago i downloaded an ipod update at around 350-400kbs.

I've run Spybot, adaware, have norton antivirus and firewall(which occasionally will detect spyware or a virus but not let me delete them), spywareblaster, among other things.

Do any of you have a solution for me that doesn't require reformatting my computer?

also, I'd recommend ditching Norton for Avast! Antivirus free edition. its far superior to norton and its free.
