problem- restricted sites

Hi all,
A friend brought over her computer Compaq Presario x1000 laptop running XP. Every time she tries to get on line (page cannot be displayed) I was looking around and noticed that no matter where you try to go it goes to restricted sites.
I went to internet options, security click on internet, ok and it will go to her Yahoo home page but if you try to go to any other website it says you are in the restricted sites. The only way to get to a website is to put it in trusted sites.
confused Can anyone please help?

I'm guessing that your talking about IE7? If so try this, if not please post what browser your referring to.

Also, it could be firewall setting too.
